Cocteau talking to Phoenix and Spartan soon learns about Edgar Friendly (Denis Leary) a political revolutionary and leader of rebels called the Wasteland Scraps whom opposes Dr. After a failed attempt to capture Phoenix at a museum, Spartan begins to become suspicious of Doctor Raymond Cocteau (Nigel Hawthorne) the scientist whom founded the crime free society and runs the city and watches recorded footage of Dr. A reinstated and reluctant Spartan sets out to go after Phoenix which the incompetent San Angeles police officers have had no success in apprehending Phoenix.
After Huxley reveals to Spartan that society has changed and has become an ideal crime free society which profanity, cigarettes, red meat and sex has been outlawed. Lenina Huxley (Sandra Bullock) that Phoenix was revived and during his parole hearing he murdered Warden William Smithers (Andre Gregory) and has escaped and gone on a rampage in San Angeles (Formerly Los Angeles). In 2032, Spartan is revived and Spartans learns from young cop Lt.
Escaping alive, Spartan is horrified when he learns the hostages were in Phoenix's hideout all along and they are all dead and Spartan is blamed and is arrested and wrongly convicted and sentenced to 70 years in suspended animation for involuntary manslaughter. Phoenix refuses to tell Spartan where the hostage is and blows up his hideout. In 1996, John Spartan (Sylvester Stallone) a tough vigilante cop disobeys orders and enters the hideout of psychotic gangster Simon Phoenix (Wesley Snipes) as Phoenix is holding innocent people hostage.
